The people of Bangladesh established ownership of the state through immense bloodshed in the 1971 liberation war, rooted in the ideals of democracy, equality, human dignity, and social justice. To restore the people's rightful ownership of the country, a 'public-welfare government of national consensus' will be established, which will undertake the following transformative reform measures.

A 'Constitutional Reforms Commission' will be formed to review and repeal or amend all controversial and undemocratic constitutional changes. The provision for a 'referendum' will be reinstated to restore the democratic rights of the people.

An inclusive, egalitarian 'Rainbow Nation' will be established based on Bangladeshi nationalism through amalgamation of diverse views and religions. A new forward-looking 'Social Contract' and a 'National Reconciliation Commission' will be formed.

An 'Election-time Non-Partisan Caretaker Government System' will be implemented to reinstate democracy, safeguard the right to vote, and give the people the power to choose their representatives.

A proper balance will be established between the powers of the Prime Minister and the Cabinet. The Executive, Judiciary, and Legislature will be recalibrated for a robust system of checks and balances.

No one shall serve as the Prime Minister for over two consecutive terms.

A bicameral legislature will be established by creating an 'Upper House' including eminent citizens, educationists, professionals, scientists, journalists, and individuals with a remarkable track record.

Amendment of Article 70 of the Constitution will be considered to allow MPs to express independent opinions, except on no-confidence motions, finance bills, constitutional amendments, and national security.

A new, effective Election Commission of independent, competent, impartial individuals will be established. Voting will use paper ballots instead of EVMs. The RPO, Delimitation Order and party-registration laws will be reformed; party symbols in local government elections will be abolished.

All constitutional, statutory, and public institutions will be restructured to reinstate transparency, accountability, and credibility beyond political lines. Key appointments will be vetted by a Parliamentary Committee through hearings.

The independence of the Judiciary will be ensured per the Constitution and the Masdar Hossain verdict. A 'Judicial Commission' and a separate Judicial secretariat will be established; the Supreme Judicial Council reintroduced; higher-Judiciary appointments made on merit, free from partisan influence.

An 'Administrative Reforms Commission' will build a service-oriented public and police administration guided by integrity and patriotism. Appointments, transfers, and promotions will be based solely on merit and competence.

A 'Media Commission' will ensure complete freedom of the press. Oppressive laws including the Special Powers Act 1974 and Digital Security Act 2018 will be repealed; the ICT Act 2006 and Anti-Terrorism Act 2009 amended; and journalist-murder cases including Sagar-Runi tried.

Zero tolerance for corruption. A white paper on money laundering and corruption over the past 15 years will be published and the responsible held accountable; laundered money brought back; the Anti-Corruption Commission reformed; an 'Ombudsman' appointed.

The rule of law will be upheld at every level. Enforced disappearances, extrajudicial killings, and torture will end permanently; human rights implemented per the Universal Declaration; and justice served for past atrocities.

An 'Economic Reforms Commission' will ensure economic justice and equitable distribution of growth benefits, reducing the rich-poor disparity. All reform commissions will submit reports within a defined timeframe for swift implementation.

Every individual will have the full right to practice their religion freely — "religion belongs to respective individuals, but the state belongs to all." The rights, property, and dignity of all, including ethnic and religious minorities in hills and plains, will be protected.

Fair, inflation-adjusted wages for workers; elimination of child labour; safe workplaces and democratic trade unions; reopening of closed jute, textile, and sugar mills; and safety, dignity, fast-track services and voting rights for expatriate workers.

Draconian laws including the Indemnity Act in power/energy/mineral sectors will be repealed; quick-rental corruption halted; renewable and mixed energy promoted; neglected gas and minerals explored; and investment-friendly policies introduced with incentives for expatriates.

National interest, sovereignty, and security will be prioritized in foreign relations. No terrorism will be tolerated on Bangladesh's soil; misuse of anti-terrorism laws to suppress dissent will be stopped.

The Defense Forces will be organized in a time-befitting manner, instilled with patriotism, and kept above all controversies with their distinct dignity.

Local government institutions will be made independent, robust, and empowered through decentralization, free from interference; government administrators will not be appointed to them, and elected representatives will not be removed by executive order.

State recognition will be conferred for contributions to the 1971 liberation war; accurate lists of martyrs and genuine freedom fighters prepared; and a welfare policy for martyrs' families implemented.

Modern youth-development policies; an 'Unemployment Allowance' for educated unemployed youth until employment or up to one year; skill development to harness the demographic dividend; and a higher age limit for government-service entry.

Programs to empower women and ensure their effective participation in nation building; improved quality of life for women and children; and priority for women in Parliament nominations and local government.

Need-based and knowledge-based education with emphasis on research; regular students' union elections; 5% of GDP for education; prioritized R&D; and promotion of sports and national culture.

Universal health coverage modelled on the UK's NHS ('Health for all', 'No death without medical treatment'); a 'Health Card' for every citizen; 5% of GDP for health; and an expanded social safety net for the ultra-poor.

Fair prices for agricultural produce; government purchase centres in all Unions in phases; crop, livestock, fisheries and poultry insurance with subsidies; and incentives for export-oriented agro-processing.

A well-integrated multi-modal communication system reforming roads, railways, and waterways; and boosted regional/international trade through infrastructure, modernization, and skills in all sea and river ports.

Sustainable strategies for climate-change hazards; enhanced disaster capacity; prevention of river/reservoir pollution; excavation of rivers and canals; and prudent use of marine resources (blue economy).

The ICT sector elevated to world-class with practical application; and the Space Research and Atomic Energy Commission strengthened.

Planned housing and urbanization through a national master plan without wasting agricultural land; and housing for all impoverished individuals ensured in stages.
This '31-Point Outline' is aligned with the '19-Point Program' of Shaheed President Ziaur Rahman, the BNP's 'Vision 2030' declared by Deshnetri Begum Khaleda Zia, the '27-Point Program' announced by Acting Chairman Tarique Rahman, and the consensus of the simultaneous movement.
